American Girl dolls are not replicas, but they will be close.

Depends how many images you have and from how many angles and how good the photos are.
Generally it’s possible to create a sculpture from photos as long as the photos show a person from different directions. Any good portrait sculptor can do that. The better the person is the more expensive it’s going to be. I doubt there is a single best service. It will be easier if you work with somebody locally, look around galleries or even use the phone book/yellow pages. Look at their portfolio to see if you like their work.

go to ebay ooak (one of a kind) baby, some of the artist will sculpt you a baby from a photo for around 150 to 200 dollars but they are very realistic.
